If you and I both have a copy of Narset in play, we can't draw more than one card per turn, but we both can still use impulse-like effects like Narset's own ability
In the end, I think Brian won out, but only because the rules text didn't fit if it used the +1/+1 counter rules text
Casual/CommanderPlay of the Game: Perilous Vault costs nine mana to pull this same effect off
The other great thing about Snap is that its part of a three-card infinite mana combo with Eternal Witness (or similar) and Gaeas Cradle (or another way to get 6 mana out of two lands)
Its just as restrictive, but wolves/werewolves have heavy support, and the card draw and damage output between the front face and Tovolar, the Midnight Scourge is unreal
Garruk, Apex Predator is one of the most powerful and fearful forces around
