This is basically a Wheel of Fortune that asks you to pay 5-10 life, because usually the lowest option will be 0 from folks who dont want to wheel at all, and you still need to guarantee you wheel yourself, so you do need to a bid something that wont be the lowest
As far as changes to make to the budget build of the deck, I'm pretty happy with the main deck but not nearly as happy with the sideboard
